actually there was a Form 4 for
CEO Dixon for 25 M shares :

It's a good sign showing us TSOI insiders have confidence in their own company's future .
Exact dollar value is around 105K by my calculations ,and as far as the market cap goes , no i don't know why , but it won't always be under 10 M -imo
