wishful thinking on your part. federal agencies are great playing hide the document. look at how many FOIAs have been submitted to the FBI, IRS, DOJ, STATE, etc..... and no documents get produced for years and years. If the agency doesn't want you to find something they will do a half assed search and say no records found.
