That's the page I was referring to, and I've been checking it daily for the last few days, because LIBE will show up on it again.

Yes, I believe that the RS in still in play, and just because CEO Conway states one day on the Facebook feed that no mailing has occurred or FINRA fee paid, that both of these couldn't happen the next day.

In the case of the 2016 RS, LIBE filed the PRE-14C on July 6, 2016 and the DEF 14C a couple of weeks later. There were no more filings about it until the FINRA Daily List announced on Sept 7, 2016 that it would happen the next day. It took two months, plus 1 day for FINRA to announce the RS.

For the upcoming reverse, LIBE filed the PRE 14 on June 20, so it probably would be safe to assume that we will see something from FINRA in a couple of weeks, unless Conway is able to pull some kind of rabbit out of his hat (which I seriously doubt).
