His company's website was created in January 2018. The IP address of the server is, or appears to be, in Sao Paolo, Brazil.

Seems a bit sniffy to me.

And if his intention is to take his company public somehow, he doesn't appear to know how that's done.

Does owning more than 10% of any stock automatically make the shares restricted? Or is that only for SEC-reporting companies?
