As I said before, any person who violates U.S. law is a criminal.

As I've also said before, the U.S. Congress has passed laws that make it a crime to delay the production of 10-Qs and 10-Ks, so any CEO of any SEC-registered corporation that doesn't provide these documents is a criminal.
