So what are the sentencing guidelines for a CEO that has not submitted the required filings? There are none because it is not based on criminal law. Much in the same way as when you commit libel, you are not tried in a criminal court.

As I've also said before, the U.S. Congress has passed laws that make it a crime to delay the production of 10-Qs and 10-Ks, so any CEO of any SEC-registered corporation that doesn't provide these documents is a criminal
