I can see a couple ways this could work
One option is to set up regional simulators on a permanent basis. That could capture quite a few departments in say a 75 mile radius.
I’m not a fan of that because it requires a lot more logistics and capital.
I am more in tune with the set up/tear down model.
Yes it’s a pain in the ass but your costs are a plane ticket, shipping costs and set up time. I can imagine sending a tech out for a week to do set up and training for say a 6 week rental. This is the model CODA uses for their 3D sonar with great success.
I don’t know what the costs are but $20,000 or more for a 6 week rental wouldn’t surprise me. Of that hypothetical $20,000 you may be able to send a guy there, set it up and tear it down for say $5000. That still leaves you 75% margins.
