It's perplexing how Visolis/LCY PR'd that they plan on using the plant when they're not even the registered owners of the land on which it sits:

In the third monitor’s report which is the reference for those amounts, they were in the SISP and hoped to get a bid which would pay all that. They didn’t get any bids.
