I would not play this type of stock based on "what ifs"... One can take a "what if" scenario countless different ways
What if they get Government grants and there is no dilution?! lol... the odds of this are slim, but its possible right?
Play the near term hype/speculation, then as more facts are revealed, reassess the stock at that point in time. This is the savviest way to play a speculative startup.
... and dont be afraid to lock in profits and reduce your risk along the way
FYI, the worst pump and dump scams are often the biggest runners in pennyland, because they will say/do anything to attract interest... and EVERYTHING is about interest.
Im not saying this is a scam, i dont know, my point is that none of the FACTS really matter when a penny stock is gaining momentum/interest. Just play the near term hype/speculation and decide later if the story has merit. This technical setup could push this stock .01++, which outperformes the S&P.
