Just because the government isn’t open doesn’t mean those dates can’t be used as ‘effective dates’. Those dates aren’t arbitrarily chosen but based upon filing/processing times. If paperwork is submitted on x day, processed/approved by y day then it becomes effective on z day...no matter what date on the calendar z day may be...all imho

The date is set according to the mail notification. The issue date is three weeks after the mail notification - Dec 5 . If you count the 5th as the first day the issue date is Dec 25th. It is a fact. The issue date is DEC 25th. I know you are cautious. But a fact is a fact.
