Just because the government isn’t open doesn’t mean those dates can’t be used as ‘effective dates’. Those dates aren’t arbitrarily chosen but based upon filing/processing times. If paperwork is submitted on x day, processed/approved by y day then it becomes effective on z day...no matter what date on the calendar z day may be...all imho
