Way back during the Kennedy and later the Johnson administration when the civil rights movement at times focused on Alabama, the attitude was one of we don't need all this meddling from outsiders. That attitude persists to this day. Alabama is the kind of Southern state where the folks allow in what they figure will benefit them in some way and exclude the rest. Take it somewhere else, in other words.
