Many many companies have gone bankrupt and disolved trying to deal with the secure payment issue (e.g. CYCH). In addition to a secure network and server complex, one needs the banks to cooperate via access to secure electronic lockboxes they control. And the court test cases such as ZIXI against VISA have shown that the banks are under no obligation to participate.
