I don't know what the answer is (likely, something in your IE settings about animated graphics?) but I would pay good money to hear you call Microsoft's support department with that question.
Edit: Try this - IE Internet Options > Advanced > Multimedia > Play Animations on Web pages. Make sure it is checked.
I just did a test, turned mine off, and you stopped winking at me. Turned it back on, and you started winking again.
settings in firewall!!!!!!!!!!!!!! Did you install new one recently and change settings, or download MSFT security updates??? Mine did the same thing, In zonelabs, it is their popup stopper, also stops animated ads, from running, I turn it off things work fine, but the damn popups, so I do without your winking eyes LOL
