I don't know what the answer is (likely, something in your IE settings about animated graphics?) but I would pay good money to hear you call Microsoft's support department with that question.


Edit: Try this - IE Internet Options > Advanced > Multimedia > Play Animations on Web pages. Make sure it is checked.

I just did a test, turned mine off, and you stopped winking at me. Turned it back on, and you started winking again.
