There is no basis for this assumption.

When "on or about" is used, my experience is the time they are allowed (30 days) is almost always taken up...

I've been researching "on or about" and it is very difficult to connect the term to a definite number of days.

Most definitions simply say near or close to the specified date.

When the term was defined in terms of actual number of days it seems the generally lawyerly interpretation is 30 to 60 days. :-(
