There wasn't any firm policy about electronic devices that was developed before it was actually needed.
Everyone in government gets a .gov email address. Federal, state or local. It's all the same. And they also sign a confidentiality agreement etc. Here is your email address and guess what here are the devices you can use it on.
Private companies do the same thing. This is your .com email address you can use it on a company assigned computer or laptop and a preapproved smart phone. Here is your Blackberry and don't use it for personal emails. Same confidentiality agreement.
Only recently did we allow employees to use their own phones but with a caveat. It still needs to be preapproved before you access the network.
