I don't share your confidence about the government and technology. SEC attorneys didn't even have their own email accounts until the very late 90s. And even a few years ago, the SEC had a lousy email system. Once around 2013, I was sending some files to an attorney there. I had maybe eight or ten to send. They were images. So I attached them as individual files.
And the email got bounced back because the attachment was too big. I had to send them one by one.
Let's also not forget how often government servers get hacked. We probably only hear about a tiny number of the incidents that occur.

They do. But as Comey explained, those addresses are not used for classified stuff. There's another system for that.
