I haven't seen an SEC RULE to re establish the OTCBB, but interesting none the less especially considering the source of the daily report. OTC Markets however doesn't surprise me.

Didn't FINRA kill the OTCBB in November 2014?

FINRA killed the OTCBB trading platform, but the rules that established and maintained the OTCBB are still in place.

FINRA says 1 company was added to the OTCBB today and one forward split (LCLP).

OTCBB.com Shutdown

As part of FINRA’s OTC Reporting Facility (ORF) migration to a new technology platform, the OTCBB.com website will be retired as of Monday, November 17, 2014. Information currently available on OTCBB.com will become available on the FINRA.org website; and effective November 17, all traffic sent to OTCBB.com will be directed to the OTCBB pages on FINRA.org.

OTC Equity information that will transfer to FINRA.org includes Market Statistics, the Daily List, Quotation and Last Sale data, Trade Halt data and Directories.

Yeah, I was confused by that last night, and then it went back to saying grey market. Apparently they beat the odds and came back for the graveyard called the grey market.
