I have seen different theories on proposition 3

1) to buyout a smaller pharmaceutical / merge
2) to keep the company going if the drug fails
3) to sell a stake to partners
4) to use in negotiating a buyout
5) not to use, but to have a smokescreen while negotiations were under-way
6) to fund existing trials

Are there any other theories that I missed?
