Moras is correct - it's not always the case where there is a short sale that is subsequently covered although the 'cover' is via the converted shares from the CB holder.
In terms of someone accumulating a controlling interest in the company via the open market, bear in mind that once a shareholder crosses 5% of the outstanding shares, they must file a 13-D filing with the SEC so it would be readily known.
