The SEC does not make mistakes when suspending a stock. They only do so when there is obvious and ongoing fraud of some kind. The lack of a class-action lawsuit is absolutely meaningless. Lawyers only take class-action suits when they not only believe they can win, but there is some sort of assets to pay them. Most of these pot stocks that were suspended are essentially worthless. No assets of any kind, which is why there are no class-action suits.

And there is no appeal process with the SEC for "reinstatement". That does not exist.
