The report has to use inconclusive language of "believe" and "within passing bio equivalency limits" because the final data crunching has not yet been performed. Also, the primary endpoint for the study is sufficient collection of data to determine whether or not Prurisol converts to Abacavir and there is bio equivalence. Flat statement of that endpoint is factually correct as there is now sufficient data to determine that outcome. This language has nothing to do with whether or not Leo can write a PR.
