nope, but you are on the right track, transferred to Penn for the new location. that is why it was done so easy and why they still have the 141, what she never said was it was still in Colorado Springs. we shall see if I am right on Friday.

see here..

Ms. Francisco is currently in charge of the development, management and opening of the new FAA Part 141 flight school located in Pennsylvania. This location is being set up to conduct the training of foreign students to become commercial pilots

A-cent is the one with SEVIS,
and here..

Quasar would like to advise that A-Cent Aviation, Inc. is in fact still a FAA Part 141 certified flight operation

again, not another school with a cert but A-cent!

the time it takes for SEVIS there is no way they could be setting up in Penn without that 141 and SEVIS cert being there from the other location.

You can't transfer an operating certificate. They do not belong to the corporation, they belong to the local FSDO... Denver in this case. Compare it to giving or selling your driver's license to someone else.

You can have "satellite" operations, that is perfectly acceptable. But you can't have a satellite without the central certificated entity. You can mail the piece of paper (or your driver's license for that matter) anywhere you want to. But that doesn't make it "transferred".
