Well, couldn't the 141 have simply been transferred to the new owners if they had all their ducks in a row? I dont know specifically, but I do know that different kinds of business licences can be transferred in this way. So, she could say accurately that A-Cent was 141 certified, whether Quasar still owned it or not.
