That is the problem - nothing beats actual experience. And penny stock fraud is only touched on in law school and in CPA courses, and only then as an example of regulatory malfeasance. Not in a course of its own.

And just going to law school hardly makes a person a qualified and skilled investigator of fraud. Those skills are often learned separately.
