It's like anything else, when there's demand for patents, the price goes up. when there's not, the price goes down.

Did you ask him if they expect an event to increase the value of their patents? Should we assume that the 868 is the decision to increase their value? Without an event to move the value, then his reason for not selling the patents seems suspicious to me.
