cpa: I think you mean to say "not bundling" rather than "not licensing."

It's true that the ESC/CSP is bundled and the ETS is not.
But the ETS is licensed to Dell for branding as Dell Edition whatever.

The ESC/CSP comes in the box.
The ETS is available as an upgrade.
