1millman: IB's don't play that way. They don't downgrade so their
friends can buy cheap stock. SEC follows every Bank's trading desk.
More likely they are pissed at not being one of the Bankers and collecting fees. I assure you Citi and Jefferies will be quite Bullish reports after the quiet period for Bankers. Usually 4 weeks.
