badgerkid: My personal opinion is that the ALJs and staff attorneys at the ITC probably have a only limited idea of the highly technical matters that are entered into evidence and covered during the hearings, especially when you have the so called experts giving contradictory testimony. I wouldn't doubt that they form their opinions based on their initial reaction to to the tenor of the experts testimony, rather than actually understanding all the technical details. That is why their decisions are overturned.JMHO
