Procon....that article can be read two ways. The ugly way I'm afraid most readers will view it is:

The STP EEZ has been delayed for "technical reasons".

I'm reading it as meaning ONLY PM Silveira's scheduled meeting with Angola was delayed becuase of "technical reasons".


Night and day in interpretation here. Any thoughts? Which way do you read it?
