I agree with your read of STP PM Silveira´s postponed visit to Angola, Balance. The unexplained "technical reasons" for the delay are more likely a matter of scheduling difficulties. Don't think we should read too much into the delay.
As to talks with Luanda on cooperation in the STPEEZ, such was mentioned in Lusa agency's Portuguese original as a "possibility." The immy bilateral agenda is focused on maritime and air links and beefing up Angola training programs for STP oil workers.
Over past week or so, Portugal's Galp Energia has publicly confirmed it partnering with Brazil's Petrobras to bid on East Timor block and on several other cooperation fronts. However, there's been nono further mention of proposed four-way link-up with STP and Angola for exploration in STP EEZ and JDZ. But all the parties indicated early on they were interested in such a consortium and I've seen nothing to indicate that that's changed in any way.
