How do you interpret this aspect of the RA?

Maybe my comment would have been more precise as "according to the Court's opinion, it seems Federal is entitled to [SEEK] 'FULL reimbursement'" in light of the direct quote from the RA above?

Your point is well taken that the end result may hinge on what the arbitration deems to be the "settlement". Still, the RA seems to assure that Federal will be "fully reimbursed" under any settlement scenario?
