If the city wanted people to evacuate before the storm, they should have had the means for them to do so.

New Orleans is a big tourist city also and I just saw a couple from Scotland interviewed and they are stuck on a roof top apartment with very little food and water.

The politicians all got out didn't they? If they didn't get out, they have a nice comfortable place to sleep and food and water to drink.
