One last time...

They have known for decades a flood event was inevitable. They have had literally decades to prepare. The only thing they should have needed to do days in advance of an impending storm would have been to issue evacuation notices and put their already well prepared plan and preperations in motion.

Sadly there appears to be little evidence of any planning...
