+++IMO NO officials are guilty of not having the city adequately prepared for a flood event.

I don't think any official in the city could have been adequately prepared for a catastrophic event of this kind. Why the officials didn't learn a lesson from Betsy in '65 is beyond me...they've had 40 years to thing about it....in hindsight if the levees had been reinforced/upgraded etc, perhaps the city would not be underwater right now.
