ms....: The Superdome was to ride out the storm, not act as the only gathering point in the case of a flood and extended stay.

These contingencies have to be prepared well in advance of any storm, so saying they did not know it was going to be that bad doesn't wash...

IMO NO officials are guilty of not having the city adequately prepared for a flood event...one they new was eventually going to happen.
