Is it the MM's or is it shorts or both? It just seems odd that when a buy goes through on the ask that could take the ask from .6502 up to .655, the ask quickly comes down and stacks at .6503. Definitely makes anyone watching L2 think twice about doing a market buy only to see the ask get undercut and move it just over the bid by .0001 again.

Seems like this is being held back...but not sure why?
