I still think that Delaware is a model of good corporate policing compared to Nevada. Want to use all nominee directors and list them that way? Go for it! One person occupying all officer and director positions in a public company? This is Nevada, not one of those states that cares!

Here's a real example: Radix Marine (RDXM). It is a thinly traded scam run by a convicted felon in Eastern Washington. No real employees or assets, but definitely a ticker symbol that trades, despite being two years overdue on filings. And the "board of directors":
