Well, I don't entirely rule out the notion that they see this as their final moment of independent opportunity, which they have no choice but to seize. In which case they are reduced to the medical-sounding choice between seizure and decease.

But I favour the optimistic thesis as considerably more likely. Especially after the reports from the NSA conference (such as the rather confident one which appeared on Wave's blog).
