I spoke to the marketing director of the port of Kalama this evening (afternoon in WA) her name is Kelly Newman. It's a public port, so all information is always available to the public. She was more than willing to answer all my questions. To summarize our conversation...

In mid June Mark came into the port. He got all the information he needed to be supplied with in order to contact the organizations he needs to contact and supply them with the documentation that he in fact has a legit business and that he will be able to keep a steady shipment schedule. Once Mark gives the organization that information and it is reviewed then at that point Mrs. Newman said there will be no problem to sign a WRITTEN agreement. So far it's a verbal 'understanding' that Mark is going to use the port and is allowed considering it's a public port. She said Mark implied he will be needing to use the port's storage facilities for his tractors. She said he also needs to arrange his shipments to arrive at specific timing that won't interfere with other imports. What else? hmm...

I basically ended the convo by asking her if she had a gut feeling of how long it will take. She said it's basically up to Mark. It could realistically take him 2 weeks or longer, because there's no problem on the port's end of the agreement
