They can't be settled. That's the DTCC's department, and they have locked out SFIO shares. Fidelity can take custody of the shares, but that's it.
If you buy new shares through Fidelity or Zecco, you may trade them among other Zecco/Fidelity clients. Eventually the volume here will completely dry up, as interest in this company wains due to the illiquid trading among a handful of people.
