Other Fidelity investors posted earlier that they were able to buy/sell SFIO today so I am guessing that once that persons Fidelity account processes the transferred shares and are available and settled in the account that the Fidelity investor will be able to trade the shares. I think as we know so far it is TDameri/ScottTrade/Etrade that are the brokerages who use DTCC and so for those brokerages the SFIO trading is blocked.
