jarsch - I gave the link and the simple instructions ot excel to the NASDAQ regulations - last I checked NVEI was an OTCBB NASDAQ Securities and thus governed by NASDAQ regulations. They plainly say:

Proxy Statement
When mailed to stockholders (preferably at least 20 days
in advance of the meeting date). This serves as notice to
NASDAQ of the meeting.

This is not my words, but a direct cut & paste from the NASDAQ Regulations site - check it out before you jump in with the gang that can't shoot straight.
