Your missing the modifiers. Definitive and tentative. I beleive they have tentative plans to uplist. Definitive plans would require a timeline. They do not want to commit to a timeline for some very good reasons (see my ealier post). If they make definitve plans to uplist, shareholders will likely not hear it right away.
