Regarding film locations: There are several places in the US, outside of Hollywood, that are considered "film friendly". Mostly for tax reasons and production facilities. Georgia is one. Louisiana is another.

One example: The show called "Memphis Beat" with Jason Lee is completely(other then Memphis, Tenn B-role) filmed in New Orleans, Louisiana.
