A "small-town" deadly-force confrontation probably has a whole different set of dynamics than, say, one in an urban or even suburban setting. Just one example, a "small-town" setting is an "everybody-knows-everybody" scenario, whereas an "urban" setting would be a "nobody-knows-anybody" ( including even their next-door neighbour, sometimes ) .
