I do agree with your sentiments regarding "Character" in general, but, it's not the public that I believe will bring back the integrity in the overall market. This is much more of a complex issue, and one that has global ramifications.
It can't happen from the top because the same way we have yet to stop drugs, murder, and robberies, we won't stop fraud if every individual decides it is not their problem. There is simply not enough eyes at the top to detect and stop it on their own.
Regulators must follow strict guidelines on how and when they take down a public company because it involves much more than single individuals. That is why, like neighborhood watch groups, regulators need investors to assist them in detecting and reporting fraud. This is where Character comes in. Investors in BEDA that know in their hearts this is a con but pump it and/or manipulate it for the profits by sucking in new investors serve no value to the markets. They are part of the problem and not the solution because it allows the fraud to grow.
It is easy to blame the top but you fail to explain how regulators manage all that can go wrong with the limited resources they have. Police do not stop or solve every crime so why would you expect a financial regulator to stop or solve every fraud out there?
