Even if TDA can't take 3 digit fractions, the MM is required to fill your order at the best available price. So your order may execute at the 3 digit fraction anyway, which is lower than your limit order. I'm sure the industrial strength traders like GS can do anything, including trade shares pre-pre-market, earlier than we can at TDA.
