The big problem with Citigroup is one big word DILUTION. The shareholder has been diluting time after time, but eventually with alot of patience it will most likely pay off. But I don't think it will pay off anytime soon, it will first have to digest the governments eventual sale of their stake which is a large number of shares. If your time horizon is many years down the road I think it's probably a good buy, but not really sure how long it would take to digest all the shares.
